Operational Area

The Special School operational area is responsible for special schools and related activities. The Management Support Unit provides qualified and cross-functional support to the management of the operational area. The unit works closely with the operational manager and management team and contributes to strategic governance, follow-up, and development of the operations. Within the unit, several specialist functions collaborate; financial controllers, operational controllers, process facilitators, HR specialists, management administrators, and communicators. Together, we ensure that management receives coordinated, well-founded decision-making materials. The financial controller particularly contributes to strengthening the connection between financial analysis and the operational area's strategic priorities.

The work is characterized by a holistic perspective where financial analysis is linked to the operational goals, quality, and long-term sustainability. The unit actively contributes to the development of working methods and processes and to strengthening the operational area's ability to meet changes and new demands. Financial management within the operational area plays a central role in creating conditions for the development of special schools and ensuring that resources are used in a way that strengthens students' learning and the quality of the operations.

JOB DESCRIPTION

As a financial controller, you provide qualified support to the management of the operational area in matters related to financial governance, priorities, and resource use. You actively contribute to developing the connection between finance, operations, and results in the special school's operations. The role focuses on financial analysis and operational management rather than operational accounting.

You are responsible for:

  • Budget process, forecasts, and financial follow-up
  • Preparing qualified analyses and decision-making materials
  • Assessing financial consequences of changes and priorities
  • Multi-year forecasts and long-term resource planning
  • Development and improvement of financial processes and working methods that strengthen the operational area's governance and follow-up.
  • Supporting operational management and managers in financial analyses, priorities, and follow-up
  • Presenting financial analyses in the operational area's management team and collaboration group
  • Participating in the agency's financial management network

The role involves identifying financial risks and development needs at an early stage and proposing measures that strengthen the sustainability of the operations. In your role, you work closely with the cross-functional management support within the operational area and collaborate with the central finance unit to ensure coordinated financial management and well-founded decision-making materials.

QUALIFICATIONS

We are looking for someone with:

  • A university degree in finance or another field that the employer deems relevant for the assignment.
  • Several years of experience in qualified work with financial management, budgeting, forecasting, and follow-up in public operations.
  • Experience in preparing and presenting financial analyses and decision-making materials to management in an organization with complex governance.
  • Good understanding of financial governance in public operations.
  • Ability to express yourself well in Swedish in speech or sign language as well as in writing.
  • Very good experience working with financial systems and digital tools, such as advanced Excel.

It is advantageous if you have:

  • Experience in financial management within school or educational operations.
  • Worked in a complex organization with multiple organizational levels.
  • Participated in or driven development or change work within financial management.
  • Experience in state financial management, accounting, or work in a government agency.
  • Experience in multi-year forecasting and investment assessments.

OTHER

We want you to have a good balance between work and leisure. Therefore, you have the opportunity to work part of your working time remotely, if the operations allow and in consultation with your manager. The work is mainly during office hours. The advertisement is published in several locations with possible placement in Malmö, Örebro, or Härnösand.

The position requires a good understanding of state governance and the ability to work within the framework of applicable regulations and the agency's mission.

A probationary period of 6 months applies.

A criminal record extract must be presented before employment.

In the event of a societal crisis, you may be directed to work between the agency's operational areas based on your placement location.
